Help support housing investment in Wyoming's Future

We from the Wyoming Housing Investment Alliance (WHIA) are asking for you to add your personal name, government entity, organization or business to this letter in a show of support for HB272, the Investment in Wyoming Housing Bill. The passage of HB272 would make a HUGE impact for affordable housing in our state, as Wyoming is 1 of 2 states that do not have any type of state housing fund for affordable housing. Here is a link to the bill if you would like to review it: https://www.wyoleg.gov/Legislation/2025/HB0272

Here is the letter:

The Wyoming Housing Investment Alliance is a coalition of organizations, governmental organizations, housing stakeholders, nonprofits and others who support the Investment in Wyoming Housing Bill, HB272 (2025), understand how important and vital workforce and affordable housing is to our state, and know that HB272 would greatly benefit and improve our state.

The Basics

  • Wyoming HB272 proposes to create a flexible and adaptable housing development fund to support local housing needs now and into the future,
  • The fund would provide awards, low-cost loans, and other financial assistance
  • Wyoming is currently one of only two states without such a housing fund leaving us without funds to support Wyoming solutions to our housing shortage/challenges
  • HB272 proposes the Wyoming Community Development Authority (WCDA) would administer this statewide fund
  • Provides Wyoming Control and Wyoming Solutions

Key Benefits

  • State-Specific Solutions: Can be structured to serve populations that federal housing resources cannot reach
  • Missing Middle Housing Focus: Enables targeting workforce housing needs while federal resources serve lower-income households
  • Speed, Efficiency, and Flexibility: Can be deployed more quickly than federal funds with fewer administrative burdens
  • Versatile Applications: Can be used for various critical needs like land acquisition and gap financing
  • Gives state control over how the funds are managed and awarded

Strategic Advantages

  • Economic Development: Helps Wyoming attract new employers and businesses
  • Essential Worker Retention: Supports housing for teachers, firefighters, healthcare providers, and other essential workers
  • Policy Incentives: State can prioritize funding for localities that adopt pro-housing policies
  • Customizable Solutions: Communities can tailor funds to their specific housing challenges

Implementation Examples

  • Communities can address their unique housing priorities while advancing state economic goals
    • One locality might focus on home retrofits and rehabilitation for hardworking, essential workers and/or elderly households
    • Another might use funds to subsidize affordable units within new market rate developments
    • Another might develop programs and awards to create housing for veterans
